When you creat a new iCloud account you get 5GB of storage for free or you can upgrade your mobile me account to this service.

Setting up is easy just make sure your device is upgraded to the new iOS 5 afterward follow the instruction to activated your service.

I must say as a big fan of mobile me this service is the best I can sync apps from my MacBook to my iPhone with in seconds, an am able to customize what I want to be sync or not by going to the cloud service settings, I recommend you get iCloud ASAP while the is free 5gb is a lot if your backing up your iPhone or iPad on iCloud- this did a must get !
